/Cooldown Command

I imagine this command to work like an ender pearl. Similarly to how ender pearls have a grey cooldown after use, I believe it would be a good idea to be able to add cooldowns to any item you can throw or spawn (Such as snowballs or spawn eggs). As a bedrock player, a good format that could be used would be something similar to “/cooldown (item) (cooldown time)” or “/cooldown snowball 5”. The time set determines how long the cooldown lasts on the item. This command could be a big upgrade for any mapmakers, as it creates a command that could put cooldowns on items that may be used as abilities, or could make the cooldown on ender pearls longer.

    Actually, a plugin can do it (at least in Java Edition, i don't know about Bedrock Edition.)

    setCoolDown(ItemStack,Tick)

    I think it shouldnt be only for throwable items, it should be for all usable items
