currently it's hard for the average player to enchant some armour pieces such as the helmet and boots which hold lots of enchants to get them all on, although most nowadays understand to avoid using non maxed enchants on these pieces to avoid hitting max, some may still not be aware and with the new updates releasing new enchants (such as soul speed) it's only gonna get harder.
I propose that instead of minecraft just going "too expensive" it should instead punish the player by making it more ridiculously higher in xp cost, going up from 20 xp lvls before hitting too expensive up to around 50 only going 1 over, this still has the same effect of the "too expensive" to teach using proper enchanting methods to avoid this, but instead you can take the too rich to fail method by putting those 780 levels you got at that gold farm that took a month to build to some use.
Alternatively there could be some other method of revoking the too expensive thing with alternative methods with a pre existing thing like a blacksmith/toolsmith or add a new item for it which will reset or lower the xp cost level by 1 but can be done infinitely, the cost could be something expensive on a similar level to diamonds or something cheap if the game wants to be forgiving on the fools who maxed out their boots before being able to put soul speed on it.
