There is a particle called "dust" that is essentially just a basic white particle that has a color modifier like so:
/particle minecraft:dust <R> <G> <B> <Size> <...>
My suggestion is simple: Make every particle a white texture and use this color overlay for every particle. This would allow mapmakers MASSIVE capabilities in customization of visual effects and would require only a small change to the functionality of particles; Implementing the dust color overlay mechanic and manually setting the color of the particles used by Minecraft itself.
