Wither Commander

Piglins and piglin brutes are enemies to the wither mobs, but the wither mobs' more powerful variant can only be summoned by a player, so the piglins have a huge advantage. Instead, what if the wither skeletons had a powerful variant? My idea is a skeleton to match the brutes. It would carry an enchanted netherite hoe (it can't drop it; no free netherite), and it would have 50 health and knockback resistance. It would spawn rarely in fortresses, but only after spending a certain amount of time there, to help speedrunners. It would also be able to call other wither skeletons nearby to its aid. Please, let me know if this is too overpowered. If it is, how can I balance it to be a perfect match for a piglin brute?

    I think that instead we have it that if a piglin brute is within 50 blocks a fortress, there is a 10% chance every minute, increasing every minute, for a Wither Skeleton with a netherite sword and armor to spawn. It probably wouldn't be full armor, and would never be enchanted, but would give it the armor and knockback resistance needed to take a lone brute. It would not drop any of its gear, but would have an increased chance to drop its skull.
