Lightning blaze mob (Overworld)

I think more blaze mobs should be added. It is a shame that Mob D lost, and I truly believe it should be added, but that's a topic for another time. I believe a lightning version of the blaze should spawn rarely during lightning storms. It would of course shoot lightning bolts at the player. These would fly the same as fireballs do, and be the stereotypical zigzag shape. These would drop in place of Blaze rods, and be a throwable weapon. These could do big damage, or have a supercharged effect when thrown during a storm. but two questions remain. A name, and the big one, does this lightning bolt turn mobs? Debate this below.

    Yes: it will transform villagers to witches, pigs to ziglins, and charge creepers. NO ARGUEMENTS! 
    For a name I think it would be called the Bolt; simple and descriptive.

    One question: would there be a version in the End? If there was, I think it would be made of Dragons Breath.
