Command books more easy to get

The commands to get command books can be miles long and as such are hard to get you could add a extremely rare structure with a command book that could have a few commands on it creative, survival, etc with a -1.32 percent chance of spawning which would only generate with a creative world

    Why should command books generate at all? If they are still only obtainable in creative, there is no point in adding them to a structure. Also, if they are that rare, it might be less time consuming to /give your own. 

    Now, a sort of template to make obtaining them easier would be cool.
