Unfinished wither

the unfinished wither should be rare and has one wither skeleton skull not placed. It is guarded by two wither skeletons and should have a lot of loot. It is in the nether and should have a piglin spawner

    Why would there be piglin spawners near a WITHER? That is the least logical place for a piglin spawner. It would make more sense to be a Wither Skeleton Spawner.
