Vindicator and Ravager spawn in Pillager patrols only in hard difficulty

In Hard difficulty Vindicator should spawn in pillager patrol with 5%

In Hard difficulty Ravager jockey should spawn 1/1000

    I think that Vindicators should spawn 10% on normal, and 20% on hard. Ravager: 2.5% on normal; 5% on hard.

    Enabling vindicators to spawn will open up a whole new style of gameplay. Flat world hard challenge, no bonus chest. Only possible if vindicators spawn.
