add zombie horse to survival mode

I would like the zombie horse to be in survival mode, I feel that it is a very wasted mob, my idea is that it be like a normal zombie but it does not attack the player and instead it attacks the horses and sometimes you see zombies riding on it mob.

    I would love for this mob to be added to survival, in my opinion I love playing with the achievements on so no cheats, mods or commands and I rarely go on creative mostly just to test on builds for the all survival realm I play in, having a way you could find a zombie horse or at least add the egg to a chest so you could at least have it. It would be really neat if they spawned in the zombie villages in the pins and maybe have a chance ever so often when you stumble upon one that it starts a different type of raid and in return of winning you get the horse and some decent loot too.
