Saved Toolbars for Survival

A key issue while playing vanilla survival is managing both the inventory and the hotbar, especially with regard to tools.

For instance, at any given time, I will often have in my hotbar a silk & fortune pickaxe, axe, shovel, sword, food, rockets, and riptide trident, & totem of undying/shield (offand), which takes up 8 of the 9 hotbar slots.

Having the ability to save a hotbar layout would allow players to switch between these tools and their blocks/other items on the fly, all at once (just like in creative), allowing for more efficient inventory management.

    That would be helpful since when I'm building sometimes a creeper comes up behind me when I only have blocks in my hotbar.
