Tome of Duplication - remove souls requirement

The change to require souls to use the tome of duplication is, as far as I can tell, universally unpopular and unnecessary. Being able to create items from the first drop on a particular mission is not "over powered", and it's more or less required for some archer type builds.

It's still entirely possible to create basically unlimited items such as arrows after this change, but it is simply more inconvenient. This change has not "fixed" anything for players. It has just made the game a little less fun. 

Please consider rolling this change back.

    when i discovered this change to the tome of duplication, i immediately tested it out and the faster cooldwon is totally fine, it allowed me to play more aggresively with potions but the soul requirment is simply tedious, forcing me to use a soul build and prioritazing 3 weapons out of the entire mcd armament.
    the soul requirment could be removed to leave the "meme" aspect of the artifact, giving the playerbase safe or aggressive and funny options. the cooldown reduction is totally ok, the soul requirement on its own just makes the experience with the artifact more complicated than it needs to be
