Toolbar Activators should save Offhand

Java Edition's toolbars allow saving/loading previous hotbars in Creative Mode, but items in the offhand slot cannot be saved. A potential workaround is NBT chests, but they must be placed down and opened/broken manually. If offhand items could be saved, the Toolbar Feature would be much more convenient.
