require posters to review feedback before posting their own

I feel currently the feedback site has way too little voters and commenters and a crazy amount of posts. because of this I think it would be great to encourage people to look through the site and vote and comment on ideas. to do this maybe we add a credit system where commenting and voting give you credits and posts cost credits. maybe getting votes and comments on post will also let you gain credits. I'm sure if implemented properly it will get a lot more people to look at others ideas.

    That seems like potentially a good idea, but it might lead to people just randomly upvoting a bunch of suggestions in order to gain credits so they can post something. That's not particularly helpful, and I don't know that there's a way to make people actually say anything helpful.
