This gamerule if turned false, wouldn't allow sculk catalysts to spread sculk, when a mob dies nearby.
Sometimes, when you for example kill a mob in Creative Mode in the Ancient City and there is a sculk catalyst near by, the sculk can spread, where you don't want it to spread.
This gamerule could work like this: /gamerule doSculkSpreading false or /gamerule doSculkSpreading true
