Recently, Mojang added a feature to one of the snapshots, being that to silence noteblocks you would have to use a block of wool. because of.. well- stuff- they removed the feature in the next snapshot, most likely because it had affected redstone builds. A good idea to silence noteblocks would be 'stuffing'. what I mean by this is holding a block of wool and right clicking a noteblock to stuff it with wool essentially 'silencing' the noteblock. This would allow mojang to use this cool idea they had, while also allowing redstoners to use noteblocks how they would like.
