To add a low chance (10% of a shulker spawner generating in an end ship.
This will allow less file sizes, helping lower end devices play for longer, whilst allowing them to use plenty of shulker boxes.
The position on the spawner should be near the elytra, but as not to damage it, so you'd have to shut the spawner off before obtaining the elytra.
