Since Ancient Cities seem to be shaping up to be an early- and late-game structure with early-game loot, they should be easy to find early-game without a lot of excessive strip mining or caving. They shouldn't necessarily be common, but they could be indicated by some kind of marker - perhaps an old well on the surface/ in caves that leads to a City, or treasure maps you could find. Alternatively, they could generate in predictable patterns or places, such as every 5,000 blocks in a spiral, or underneath mountain ranges. The method doesn't really matter as long as it meets the goal of relatively easy to use early-game.
To clarify, I think the Cities could be called early-game because late-game gear doesn't assist much. Ender Pearls definitely help and nice pickaxes are incredibly useful, but late-game armor and weapons don't help much. The Warden is the only enemy the player will encounter, and it can kill them just as fast in no armor as in netherite; and since the Warden isn't meant to be fought, late-game weapons are largely irrelevant too.
