Block Detection Redstone Block

I feel like a block like this is really needed and would expand the redstone capabilities in Minecraft.

The block would look similiar to an observer and when the block in front of the 'face' is occupied, a 15-long redstone  pulse would be outputted through the back of it (similiar to an observer).

This would allow for more variable designs e.g "If block is occupied, redstone signal outputted, otherwise no redstone signal ouputted." This could possibly be used in elevators, so that the circut could tell what level the elevator is on by the elevator occupying the space in front of the 'block detector'.
