Brittle Ice should be generated by player crafted block

In recent snapshots, Brittle Ice forms via interraction of blue ice and water but this creates problems. Because blue ice naturally generates underwater players will have problem with collecting them. I suggest brittle ice should generate via player crafted block maybe packed blue ice.

    no it's not a problem it's a thing in real life known as super cooling.
    water freezes into ice like a slushy.
    look it up! ;)
