Icicles should form under cliffs and even under the roofs of buildings. My first thought while play testing the ice caves was that it is odd that icicles only form deep under ground.
They could realistically form under any block adjacent to snow layers. AND/OR why not let ice caves generate higher up to create icy cliffs.
