In my opinion, Minecraft could introduce an optional numeric ID system (similar to pre-1.13, but expanded) formatted as [ID]:[version].
World Placement (/fill, /setblock): The [version] tag specifies block states, orientation, or variants. For example, in /fill ~ ~ ~ ~ ~ ~ 13:01, 13 could represent Oak Slabs, where 00 is a regular bottom slab and 01 is a waterlogged slab.
Inventory Items (/give): Commands like /give would not require [version] for blocks like slabs, stairs, or simple blocks, because their placement states (like upside-down orientation or waterlogging) are handled dynamically when placed in the world. The [version] tag in /give would only be used for actual distinct item variants (e.g., normal vs. stripped logs, or different colors of wool).
