Obtaining ice balls from ice blocks

I’m not a huge fan of how you get ice balls from the frostbite. I think it makes sense to get one or two from frostbite that are holding ice balls, but not from the regular ones. Instead, ice balls should drop from ice blocks when mined without silk touch, similar to how you get seeds from grass. Also, when mined, each ice block could give more ice balls based on the density, with 1-2 from regular ice, 3-5 from packed, and 4-8 from blue.
