Remove the cooldown for an Ender Pearl and Wind Charge in Creative Mode

The cooldown of an Ender Pearl and Wind Charge in Creative Mode is unnecessary.

Eggs, Snowballs, Splash Potions, and Ice Balls don't have a cooldown.

Removing the cooldown of an Ender Pearl and Wind Charge would give more freedom and fun for players experimenting in Creative Mode.

Of course, the cooldown of Ender Pearls and Wind Charges would remain intact in Survival and Adventure Mode.

If not for Creative Mode, then I suggest adding two new gamerules to disable the cooldown of Ender Pearls and Wind Charges.
