Why cant we export our worlds without realms?

‎Why am I not allowed to export my worlds without realms? Just Why? ‎ There's new Android guidelines and restrictions that prevent me from exporting my worlds. Back in the days, External was default and it stored worlds in the shared storage location. Application then appeared to save the worlds in /Android/data. It was still accessible, but it was geared to follow the guidelines, and it became the default. ‎ ‎Nowadays, External is locked up, you changed it to act as old Application acted, and the new Application now stores the worlds in a completely inaccessible private folder. This means I cannot export from both application and external...unless I pay for realms, it's quite a handful of money in my third world country though. I hope someday I can export my Minecraft Bedrock worlds without having to pay for realms.
