New potion: The Potion of Tranquility

This is a potion brewed with an echo shard and when the user is splashed, drinks it, or is hit by with it on an arrow of tranquility that player/entity will lose ability to make sound for a 2:00 minutes. Some examples of this include being able to run completely silent or no sound being made when the player takes fall damage.
