In snowy biomes, the textures of the surrounding vegetation, such as grass and bushes, could have snow on top. I think there could be scattered pieces of snow on the ground that would behave like dry leaves, and we could enter these pieces of snow mixed with the dry leaves. I also think a unique sound for this biome would be cool.
Aurora borealis could also appear in the sky of snowy biomes. I wouldn't want it to be rare; I think a middle ground could work.
When placing a block in snowy biomes, the block would transition to a snowy version. For example, you place a brick, and after a while, it changes to a texture version with a little snow, and if you wait longer, the snow will accumulate. You can also do this with a crafting table; place the block you want and a snowball or more.
You can remove it using an archaeology brush.
If you don't want your buildings to be damaged by snow, in snowy biomes you can place torches or a nearby heat source, for example underground lava, the heat would rise upwards, etc.
The sidewalk could also become covered in snow, so in addition to the heat, iron golems would clear the snow from the ground, pushing it away; this would also happen in villages.
But if you placed a block in the ice biome, the block would freeze and have an ice texture.
