[Bedrock] - Transfer the Minecon 2015/16 Skin Pack capes to "Capes" section

Please move the capes from the Minecon 2015/16 Skin Packs into the "Capes" section of the Dressing Room in Minecraft: Bedrock Edition.

These capes are special cosmetic items, and players should be able to equip them separately from the skins they originally came with. At the moment, having them tied to skin packs can make them harder to find and limits how easily players can use them with their other character customizations.

Adding these Minecon capes from the skin pack to the "Capes" section would make the Dressing Room more consistent and user-friendly, while allowing players to show off these memorable capes with any skin. Please preserve access for players who already own the packs, and make the capes available through the usual customization options.
