Comment Pages at the Top and Bottom

When a post has so many comments that it creates multiple pages, the page numbers only appear at the bottom of the page. Which means that if you want to go to the next page, you have to scroll all the way down to the bottom, multiple times if you are going page by page. I think the page numbers should be at both the top and the bottom, that way you don't have to scroll so far.
