It is an elemental like the blaze and breeze. It spawns in a new structure in The Sift, as part of a "combat/adventure challenge". The wave drops wave rods. Wave rods can be used to creaft a wave fishing rod, which is just a fishing rod with more durability. They can also maybebe used to craft or repair tridents. Wave rods can be crafted into water charges.
Water charges are really useful and act as an alternative to Mending. It can be created with any tool or armor, giving the item a water bar with 10000 water points. Then whenever the player gains XP, the item will lose 1 water point and gain 1 durability, per xp. Or maybe it could be 2 durability, to make it better than Mending. Also, when a water charge is first put on a tool, it gains a bonus 1000 durability for free. Also, if a tool already has water points, water charges can be used on it to repair it directly, rather than requiring xp. First the water bar is filled up, and then any excess water points are turned into durability at a 10 to 1 ratio, meaning a water charge can give up to 1000 durability directly. Water charges work on enchanted tools and don't remove enchantments.
All numbers are just my ideas. But I think it would be fun if you only needed to stock up on water charges occasionally. Also, becaue water charges are a plain item, you can easily fill your inventory with them, or put them in a crafter for automatic tool repair! The only caveat is they require you to setup a farm in The Sift.
