Snow logging

Give the ability to snow log fences, stairs, slabs, flowers and other non-full blocks. It could work like cushions but with some tweaks so that a stair block would have a snow layer naturally form on both steps.

As of now building in snow biomes is not viable due to the fact that natural snow layers will never form on many building blocks, defeating the whole purpose of natural snow accumulation.
