Freezing potion, snowflake particle consistency change.

When a player gets hit by a potion of freezing, it gives the player snowflake particles. I think that these look very pretty, much better than the blue spirals that the current potion has, I think it would look much better if the particles from thrown potions and arrows also had the snowflake particle instead of the standard potion spiral.
