The latest (or maybe 2nd latest update) changed the ClientboundEntityPositionSyncPacket to no longer contain velocity. This was probably to give room for the new PositionPath class. Design-wise, giving historical data in a Sync-Packet doesn't make much sense, "syncs" are supposed to provide exact snapshots of current data, not to surface old data. Also If the PositionPath doesn't report a sufficient enough amount of positions, it is also impossible to rederive exact velocity, which makes it significantly harder to model and predict the movement of entities.
The packet came with velocity for years, why change it now?
