[Steam] Buff artifacts show ready but cannot be used (Build 25647713)

Bug Description:
During combat, after using buff artifacts multiple times, the artifact may become unusable after its cooldown resets.

Steps to Reproduce:
1. Equip buff artifacts.
2. Use them multiple times during combat.
3. Wait for the cooldown (CD) to reset. The UI shows the CD is ready.
4. Try to use the artifact with the controller.

Actual Result:
The artifact cannot be used even though the UI indicates it is ready.
Workaround: Open inventory, unequip and re-equip the artifact, and it works again.

Expected Result:
The artifact should be usable after the cooldown resets.

Additional Info:
This has happened multiple times. It only affects buff artifacts.

    I also found that this also happens on the xbox version. I use cloud gaming, and it keeps recurring, it shows a red tint, like when you don't have the ability ready, or selected, as if you don't have enough souls, then when I go into my inventory, and take it out and put it back in, it works for a bit, but then just stops, mojang pls fix

    I am dealing with the exact issue, but on the Nintendo switch. Having to do quick unnequip re-equip during battle is very frustrating, it mostly happens with melee equipment.

    The bug is someway connected to the Skulker Claws. Its happens on all versions and plattaforms.
