Allow Bedrock mods and custom content to sync across devices

I would like Minecraft Bedrock to allow manually installed mods and custom content to be linked to a Microsoft account and synced across compatible devices.

For example, if I download Bedrock content on a PC, I would like to be able to access that content on Minecraft Bedrock on Xbox using the same Microsoft account.

Currently, there is no simple way to transfer this content from PC to Xbox without using a Realm or owning Minecraft Bedrock on PC.

A personal library for custom Bedrock content, synchronized with the Microsoft account, would make it much easier to use the same content across different devices.
