[JAVA] Give people the option to turn off raw-input again

As per 26.3, minecraft no longer gives the player the option to turn off whats effectively raw-input;
meaning windows mouse settings get ignored.

This also has the side effect that it makes mouse-acceleration fully unavailable when playing the game, severely harming the player experience for some.
It also makes the game absolutely horrible to play for those of us, like me, that are on a trackpad as we absolutely HAVE to rely on mouse acceleration for something to be enjoyable to any degree.

Getting rid of choice in such critical areas like cursor input handling is never a good thing, it always just hurts accessibility.
Please mojang, bring it back :(
