Allow snow layers to accumulate on non-solid blocks

I suggest making snow weather place snow layers on top-slabs, stairs, and fences, instead of only solid full blocks. Currently, building in winter biomes is frustrating because roofs, statues, and detailed walls look unnatural after a snowfall. One block gets covered in white, while the adjacent stair or slab remains completely bare. This change would be a huge quality-of-life update for building in winter biomes
