De-Teleport Endermen

I made the post for the endermen runner, that was pretty unrealistic, BUT, I have a new Idea, this is a new command, /summon enderman false, the false is for can teleport, like you can /effect (blah blah) 255 infinite false and the false is for particles, the same goes for this, but for the ability to teleport, I NEED this for a map so PLEASE STRONGLY consider adding this feature.
