As simple as the title. Dirt has been found within oceans and rivers since Minecraft's release and its limited number of blocks, however with the introduction of mud in the Wild Update it makes sense to change it. While generating a world, if a dirt block is set to be placed next to or below a water source, it gets generated as mud instead. In specific biomes (river, swamp, ocean, etc.), dirt and grass that generates at water level could also be replaced with mud.
