Blizzard Wand

An item that could be crafted from a rare drop from Iceologers (perhaps crafted with a breeze rod or a heavy core as the other primary ingredient?) that would allow you to create falling ice clouds/chunk similar or identical to the Iceologer's attacks. With the ice chunks giving the freezing effect (or freezing ticks) to entities it hits or lands nearby. It would then go into a long cool down. Less of a spell/wizard item and more like a mob item for new combat scenarios and playstyles.
