Frigid/Sub Zero Water

Water inside the ice caves biome could give the freezing effect (or apply freezing ticks) to entities inside. A global freezing water inside the biome or created from a block (super chilled ice or something block that causes the surrounding water to give the freezing effect) could add to the danger and freezing feel of the biome.

    And maybe water could be cold depending on what ice block is near, like packed ice makes water cold further than normal ice.
