Icicles generate under the frozen water surface in the Frozen Ocean biome

In real life, ice stalactites or brinicles (brine icicles) form under polar sea ice.

In Minecraft, I think having icicles generate under frozen water surface would perfectly emulate just that, making icicles even more prevalent in the cold biomes!
