Make capes accessible to more people

Currently, most capes are earned by watching certain Twitch and TikTok streams, but not everyone has either of these. This is why I'm suggesting adding a new way to get capes, like maybe participating in Minecraft Feedback, (voting on, commenting on, and posting ideas), or maybe something on Youtube.
