Glowing Ice Block for Ice Cave Pillars

Add a new full ice block that glows on its own so the big ice pillars in Ice Caves light up as one piece. Same look as packed/blue ice, but internally lit and no heat. Ice Crystals stay as the small clusters. This block should not melt icicles or nearby ice the way torches do.
