Penguins - Mob Vote Re-Entry

Bring back the penguin for the mob vote, as it is perfect timing with the new 'Ice Caves' drop being scheduled to arrive soon. It can work exactly as it was in the mob vote, it's just good timing to bring this back, especially as the copper golem got re-introduced.
