Vibrant visuals

I cannot get vibrant visuals to even be an option till I log out of my Microsoft account. Wait, then I have to log back in to access my library of marketplace stuff. I also think vibrant visuals should be an option without having to download marketplace add ons. Lastly, any of the marketplace add ons I have tried using vibrant visuals the reflections and light see to do ok but the color looks washed out.
