Multi-layered clouds.

I propose adding three cloud layers that operate independently of one another.

The first—the lowest and fastest—would be at the same altitude as standard clouds.
The second would be slightly higher and move a bit faster.
The third would be high up and move the slowest.

However, the third layer should not exceed the build limit, so that one can construct a tall building and look out at a crystal-clear sky.
