In the marketplace there should be an option to view Capes you can either purchase with minecoins, real money, or if the creator made it free choose to download the cape, also have zips, there should be a Cape Creator for any computer player to use, not console as it can not be very optimised, please include tools like: Shape, Move, Rotate, Pivot, Knife Tool, Brush, Eraser, and more, you do not need to be a Marketplace Partner to be able to create or publish for free, although you need to join to be able to sell. There should also be an elytra varient for the same cape :3
