I can not report a bug

I can not report a bug on the official website because it says I do not have permission to and need to contact the Jira Administrator but can not find where to contact the Jira Administrator, so I will post it here if I die in the nether either I get locked into place or I can not see any of my armor that i am wearing or any on my armor stands one time I died and it did not show me the death screen or allow me to respawn each of these instances I had to save and exit it would allow me to move again but still I couldn't see my armor.
