With the current implementation of drowned spawning, it is impractical to spawn proof an area for a mob farm in the overworld if it is near water. This is because the spawning conditions for drowned do not require a solid block to spawn on. In order to spawn proof an area from drowned, you must light up large volume of water both laterally and vertically.
I propose that the spawning conditions should change so that either a solid block is required under the drowned for it to spawn like a normal mob spawn would require, or the spawning conditions should check for the light level of the solid block immediately below the spawn location of the drowned, even if that block is several blocks lower than the actual spawn location.
This change would allow for a much more typical lighting up of the ocean floor to be sufficient for drowned-proofing an area.
