Add an independent crosshair toggle in Video settings

Currently, the only way to remove or tone down the central crosshair is to enable "Hide HUD" in the Video settings. However, doing so removes vital interface elements, including the hotbar, health hearts, and hunger meter.

Suggested implementation:

​An Opacity Slider or a simple toggle.
